+ Development Leads are in charge of the logistics of their team, to include hiring and firing, training and promoting to enforcing deadlines and overseeing a budget.

+ Development Leads manage requirements for new and evolving system releases.

+ Requirements management requires coordination with Project Lead and government PM.
