Summary This Senior Executive Service position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Mission Support (MS), Office of the Chief Human Capital Officer (OCHCO) in Washington, DC. As the Agency's senior personnel management authority, the Chief Human Capital Officer leads, develops, implements, and administers FEMA's comprehensive human capital programs across FEMA's components and regions.
