Monitor domestic and international technical developments in the field, study and establish the company's technical systems, standards, and solutions, guiding the evolution of the company's networks. Coordinate the planning of network resource allocation, organize the preparation of medium- to long-term development plans and annual investment plans for the area of expertise, and track the implementation and execution analysis of these plans.
